Imprisoned

 The two lovers who met in a power user prison. The handsome and fairly low power user gets scouted into a user filled band. They go touring, working for the government to earn their (+ families) freedom. The two have a child, that was taken when it was born. It's about 4 now and he wants to earn the right to raise the child with his partner. Spending most of the year out touring endlessly. The partner is a user in the highest strength percentage. Having lived imprisoned and tormented most of their life, their emotional control is poor. Any annoyance tends to quickly set off their sharp tongue and overwhelming power. 

The smiling face of their partner - who has been the only calming presence in their life-  can soothe them instantly. But having him gone most of the year is hard for them. The small fry users new to containment, torment and ridicule them. But these clueless bugs don't often buzz around long.

They know the powers that be, are baiting the small fry into annoying them. Hoping they really mess up, so their partners hard work will never be enough to buy their freedom. They do their best to only lash out with words fierce enough to scare them off. It seems to work, they are transferred to a new section. Longtime prisoners, require re-education; needing to be taught how to live within society. (edited)

They wonder when he will come back to them. When his warm smile can be inches from theirs. Even if they'll never get to meet their child. they hope the kid will be like him. Weak and pretty; too sweetly naive to lock away.
